To Russians, only. They quite know what to expect there.

A group from Russia is poised to be the first known tourists allowed into North Korea since anti-pandemic border lockdowns began in early 2020.
The four-day tour will depart on Feb. 9 and include stops in Pyongyang and a ski resort, according to an online itinerary.
Given that no tourists have been for four-plus years, any tourism trip can be viewed as a positive step forward.

The year before the pandemic began, North Korea saw a surge of Chinese tourists who may have provided the cash-strapped country with up to $175 million in extra revenue in 2019, according to an estimate by Seoul-based NK News.

Any country that will torture someone for (allegedly) stealing a propaganda poster is not a country that I want to reward with my tourism dollars. But here's hoping the Russian tour group has a more pleasant experience.

Tourist income. I guess selling armaments to Russia isn’t enough. I can’t imagine there’s anything of interest to see especially in the dirt poor countryside. How about another Disney World? Probably not.

Although the news article did not mention it, it could be a visa-free group travel scheme for Russians living close to the North Korean border.
Since three months ago, Russians living across China's NE provinces have been travelling visa-free in groups to eat and shop at bargain prices.
Last week, South Korea officially bans dog meat. So this could be the start of another type of cross-border tourism
