Yeah, I'd watch RE taxes in villages in general. I think Caz has lower rates, but its median home price is higher than Liverpool's, if I'm not mistaken. I know what you mean about Caz though, as I've seen some livable, affordable homes listed within the village as well.
North Syracuse may even work, as it has its share of restaurants, a park, a library and other shops on or near Main Street.
I would say to look into the places mentioned earlier or I dare say Syracuse neighborhoods like Westcott or Eastwood due to mentioning the entertainment venue. This is in the Westcott neighborhood: The Westcott Theater

There are restaurants on James Street and Burnet Avenue as well(Taste of Philadelphia, Brooklyn Pickle, Dominick's, Shifty's(bar), Chadwick's(sports bar), Tony's, Original Italian Pizza, etc). You also have an ice cream shop(Fifi's) and 3 pharmacies(Walgreen's, Kinney Drugs and Rite Aid) on James Street. Further down James Street across Thompson Road is a Wegman's. There is also an ice cream shop(Pappy's) and Gianni's Bronx Style Pizza on Burnet Ave just east of Teall Avenue.
You also have Freedom of Espesso cafe in the lower portion of the village, with restaurants nearby on Genesee and in Limestone Plaza, which has a couple of shops. https://en.wikipedia.org/wiki/Genese...toric_District
Another sleeper I just thought about, if you don't mind small town/rural or snow is maybe Pulaski. They have this venue: Homepage | Kallet Theater I don't necessarily know about the village having interesting shops, but it is walkable and is great if you like to fish or like outdoorsy things to do. It is in Oswego County about 30 minutes or so north of the airport and about 35-40 minutes south of Fort Drum Army Base. Village Of Pulaski: Homepage: [Digital Towpath]
The closest hospital would likely be Oswego Hospital if you decided to move there, but Samaritan Hospital in Watertown or the hospitals/facilities in and around Syracuse may be options as well.
If the I-81 elevated structure is replaced by a surface boulevard, likely areas to the north and west of Syracuse will be relatively disadvantaged for access to the ed and med center compared to the south.

Main Street has a couple of ice cream shops, several restaurants(especially Italian), a bowling alley, plazas at the southern and northern ends of the village, a couple of bakeries and more. It doesn't have a cafe/coffee shop though. Home
