"An organization has been formed to provide financial support for the New York State Veterans Cemetery-Finger Lakes, the former Sampson Veterans Memorial Cemetery in Seneca County.

Friends of the New York State Veterans Cemetery-Finger Lakes aims to raise funds "to achieve a higher standard of care, maintenance and permanent additions to the magnificent and naturally beautiful memorial to our nation's veterans," according to a news release.

The group is chaired by former state Sen. Michael Nozzolio, who long advocated for the establishment of a state veterans cemetery at the Sampson site in Romulus. Other officers include Bruce Tuxill, a retired U.S. Air Force general who is serving as vice chair, and Joan Grela, a longtime aide to Nozzolio who is the group's secretary. Richard Ward, a certified public accountant and partner of the Cuddy & Ward firm in Auburn, has been named treasurer.

Friends of the New York State Veterans-Cemetery-Finger Lakes has already held its first meeting. Attendees included the founding directors — Rick Connors, Don Linborg and Carm Pascarella — of the former Sampson Veterans Memorial Cemetery.

"It was an incredibly happy day for all of us when the Sampson Veterans Memorial Cemetery was selected to be the first New York state veterans cemetery, and it's again an honor to bring dedicated individuals to work together to ensure the lasting integrity and quality of this outstanding memorial to our nation's veterans," Nozzolio said.

A selection committee voted in 2021 to choose Sampson as the site of the first New York state veterans cemetery. Sampson had operated as a county-owned cemetery for 10 years before receiving the state designation.

The state officially took ownership of the cemetery in 2023 and renamed it the New York State Veterans Cemetery-Finger Lakes. Late last year, the state learned that the National Cemetery Administration, which is within the U.S. Department of Veterans Affairs, awarded $3.9 million for infrastructure projects at the cemetery.

The federal and state funding covers day-to-day operations and maintenance costs at the cemetery. Friends of the New York State Veterans Cemetery-Finger Lakes plans to provide additional assistance to support projects at the site.

Rome's affordable housing project gets grant funding: https://www.uticaod.com/story/news/l...g/73585578007/

"Soldier On, Inc., a non-profit organization dedicated to ending veteran homelessness, recently received grant funding for an upcoming housing project in Rome.

The site secures the group’s first housing location in New York, among others based in Massachusetts: a 165-bed shelter in Leeds, as well as a 71-bed transitional living facility and a 39-unit housing cooperative in Pittsfield.

Last July, Human Technologies Corporation and Pennrose NY LLC formally announced the mixed-use project on Baptiste Avenue.

Now, with grant funding made possible by the Regional Economic Development Council (REDC) program, development plans will transform 11 acres of vacant land into 250 affordable housing units, with 8,000 square feet dedicated to ground floor retail and a community facility.

The project is expected to employ 250 construction workers and create 30 permanent jobs, upon completion.

“We are breaking ground on a new era of economic development in New York State – one that is centered on the unique innovative strengths of our communities,” Gov. Kathy Hochul said in a statement. “By taking a bottom-up approach to state investment, we’re creating jobs and spurring growth that is revitalizing regions while building on the talents of New Yorkers.”

A part to a whole

The REDC program is responsible for granting over $34 million in funding to 23 projects statewide.

According to state officials, the third round of Empire State Development Grant (ESD) projects were each recommended by regional councils. The Mohawk Valley proposal was chosen due to its determination as an “impactful project that aligns with the region’s strategic goals,” the statement said.

Copper Village received a $2.5 million ESD grant to contribute toward the $6.8 million projected total cost.

Empire State Development President, CEO and Commissioner Hope Knight released a statement praising the developers' forethought.

“ESD is proud to support these investments in critical life science research, workforce development, historic conservation, cultural centers and affordable housing across New York State,” Knight said. “With our Regional Economic Development Councils, which strategically identify opportunities for their communities, we are planting the seeds of economic growth both now and for the future.”

Local impact

In its early stages, former Rome Mayor Jacqueline Izzo touted Copper Village as one of Rome’s largest affordable housing projects.

But what will it mean for the region, now that it is nearly shovel-ready?

Nestled along the Erie Canal, the project will feature three mid rise buildings and 44 townhomes in addition to a commercial area, public waterfront plaza access and a childcare facility.

As maintained by the statement, the housing units are tailored for low-income individuals, former individuals who were homeless, and individuals with disabilities and veterans.

“We are continuing our efforts across New York State to build economies in ways that amplify each community’s assets,” Chair of the REDC Lt. Gov. Antonio Delgado said in a statement. “These projects are strategic stepping stones that will help each region build on previous success and map a future for a brighter tomorrow.”
