I've been in New Orleans 3 times, mostly in the French Quarter, but not during Mardi Gras. I've never seen a topless woman in the French Quarter.

I haven't been there in years, but there were many topless bars on Bourbon Street, they would entice by opening the door slightly for a peek, then shutting it so you would have to come in to see more.

I was there in NOV and didn't see anything like that. Even after the Saints-Falcons game where the streets were lined with people and lot of celebrating, nothing that "over the top". LOL
