Why does New Orleans need new skyscrapers when the tall buildings they currently have are not all occupied?

Default New Orleans needs more skyscrapers

As I wrote here earlier, if New Orleans is to ever build new skyscrapers of note in terms of height &/or design, there first has to be an underlying reason for them, i.e. an increased demand for office space.
When the city economy generates enough business and job creation such that more towers are warranted, renewed new Orleans skyscraper construction will most likely be the result.

The City limits of Paris are tiny, just 40 sq mi. (33 sq mi inside the Peripherique). This limit is right in the middle of very densely built areas and make no sense today.
The land area of New Orleans city limits is 169 sq mi, more than four time the size of the City of Paris.
Taking a bigger area including La Défense would still be smaller than 160 sq mi.

Even the City of Paris proper added two other 500ft towers inside the Peripherique beltway recently.
Duo tower 1, 590 ft (2021)
Paris Courthouse 520ft (2018)
There is the 590ft Triangle tower under construction.

Montparnasse tower will be heightened, it will rise to 761ft in a near future.

About 40% or so of that land is marsh in Bayou Sauvage.

Uh, not to cloud the issues with reality, but putting skyscrapers in a city where the highest point is 3 feet UNDER sea level...........

New Orleans is the least closed minded city in America, where do these uninformed people come from???
