Even when you remove the impacts of state government and flagship university spending, its economic and job growth is impressive and far surpasses everything outside of Milwaukee. I haven't been to Madison in years, but I was in Superior earlier this week. It's much more of a dump than Madison (though somewhat less dumpy than when I lived there in the early '90s) but its crime ranking is almost the same as Madison.
And I wasn't quaking in terror as my wife and I strolled Tower Avenue one evening.
