But apparently allowing the county jail to fall into decay while spending hundreds of thousands of dollars of discretionary funds towards a new mobile command center, an e-bike megaplex, and other electronic gadgetry....is not one of them?

Not receiving the emphasis it deserves in the linked story, During Gladieux' watch the county jail was allowed to fall into such disrepair that prisoners successfully sued over inhumane conditions and a judge has ordered the country to build a completely new facility to replace the one built in 1981.

So, the departing sheriff gets a gold watch and a nice pension while the taxpayers get to pay hundreds of millions of dollars for a new jail?

Sounds about right.

Humorous where he quips that "lawsuits against county facilities are so unfair".. Yeah, I suppose if one sees buildings as a disposable commodity, it might appear exactly that way.

Perhaps if Mr Gladieux had thought to embrace custodians instead of batter them, this problem might have been averted?
