We used to spend millions to bring water to millions. We now spend billions to bring High Speed rail to thousands.

The one element of truth in the OP is that we never do a good job with decade scale storage and management. And storage does not always mean big dams in canyons. There are many ways to skin that cat.

Have you even looked up in the sky?
No rain fall equals no water. Here in the Sierras we have had very little rain for years. Our reservoirs are near empty, old towns that were flooded to create reservoirs are showing their foundations here.

That is why we build Reservoirs, because the rain/snow is not and never has been consistent every year.
The snow pack was about 75% of normal in 2012 and 175% of normal in 2011.

The water shortage is a politically created crises. A plan to build a pipeline from British Columbia years ago was crushed by the California Water Authority who wanted the expansion and money from a contrived water crisis to enlarge the bureaucracy and justify the huge salaries of the bureaucrats in charge.

If you knew anything of the history of California you would know the agencies in charge of California's water have been involved in racketeering and corruption since the aqueduct scandals of the early 1900's.

Nothing has changed, shaking down the people of California for billions of dollars in contrived water shortages is still very profitable business, and all it takes is to make the majority of California's water un-accessible because of the contrived threat to a smelt.

The largest desalination plant in the western hemisphere is being built here in San Diego County. It is ahead of schedule.

Besides all that, there happens to be a real drought.

The reservoir ten miles from me is usually drained to bedrock each year, it will not be full or even 1/10 of full this year. The reservoirs do not magically refill each year.
