Personally, I hope it happens, though it may present a serious challenge for other value retail businesses such as Walmart. I don’t think it will hurt mom and pops anymore than they already have been in this area. Costco is an incredible value store.
The Capital Region was already over-stored BEFORE Costco, Trader Joes, Whole Foods, and ShopRite came. Something's gotta give at some point.
Just to give a frame of reference, the Syracuse area, which is smaller, has all of those stores and 8 Wegmans locations as well. Somehow, all of them seem to be holding up pretty well. So, it can work.

I drive to CT to shop at a Costco and I and several friends are looking forward to Costco finally coming upstate. We can't have a Wegman's due to some agreement with Market 32.
Costco has somewhat of a cult following. Personally, I have purchased golf items and dress shirts from them. The Kirkland Signature lines sometimes produce surprisingly good quality items at incredible price points.
Almost a year has passed and still no Costco. I drive 2 hours to CT to go to a Costco. People in the area are against it so another hearing is scheduled at the end of the year. Costco will eventually give up and build somewhere else. Costco provides good quality, better than Sam's and BJ's and is affordable. Consumer Reports praises many Kirkland (Costco brand) products. Their produce is better than anywhere in the region. Hearing aids that cost almost $5K in capital region, sell for $2700 at Costco. I have been a member of Costco since 1996 and it is sad that there are no Wegman's (Price Chopper agreement) either.
To be honest, I'm surprised that there isn't a Costco in the Albany area. I believe the only locations Upstate are in Camillus outside of Syracuse and in Brighton just outside of Rochester.

I order from Costco online quite a bit and before Covid would road trip to CT to a store.
