I'd suspect it's more about gaining control of lucrative resource extraction infrastructure someone else has already assumed the risks of investing in (petroleum/gas industry, commercially valuable minerals), not the land. I'm sure the land would be of little to no interest if it wasn't producing something.

I thought about that as well but, even if the infrastructure is already in place, it needs to manned and maintained, and I don’t think that Russia is capable.
At this point, it really does seem like Putin is just engaging in desperate land grabs.
