It's never a good sign when the only tenants of the tallest building in your capital city are pigeons. And the locals' greatest hope is section 8 housing.

Government largesse is by no means "wealth". Except somebody else's.

I agree. And so does the state. Subsidy weight is given to those areas where there is the least amount of affordable housing - towns not meeting the 10%. The problem, of course, is cost of land & zoning issues. All more difficult where there is little affordable housing. For example, a non-profit developer may say to the state/feds: give me $500k & I'll produce 10-15 units of affordable housing in Providence or 5 units in Barrington. You choose.
The space is rather too large for a McDonalds and downtown hasn't proven too supportive of McDonalds and Burger King. It used to have 2 McDonalds and a Burger King
Besides the McD's on Fountain St. (now closed), where was there a 2nd one???

And as for downtown not being too supportive, I'm calling BS on that also. They were there for DECADES. And the BK was an absolute zoo any time there was an event at the Civic Center -- which, unlike now, was very often. They left after downtown became a ghost town.
Getting back on topic, I was serious about tearing down the old and tired Superman building. Put a 24 hour, multi-story McDonald's there...like the one in Times Square. I'd even go as far as saying they should add a similar billboard. This is what Providence needs.
The current plan will end up essentially being a high rise low income housing project, and that's exactly what Providence doesn't need - especially right next to Kennedy Plaza.
