You might consider building a new house, because most "used" housing is underperforming, as in regard to insulation, disaster resistance, etc.
Superinsulation has been known since the Energy Crisis of the 1970s, but government codes have not changed to reflect that remedy.
Since fuel costs will escalate, the best investment would be to insure that future costs won't be a burden.

My "fave" tech is SCIP, structural concrete insulated panel aka "sandwich wall" composed of a cement skin + insulation core + cement skin.
Though popular around the world, not too popular in America's "wood bound" residential construction.

IMHO, if you want a disaster resistant, superinsulated domicile, you can't go wrong with SCIP. . . for rectilinear designs. If you want a hemisphere / concrete dome, you might consider Monolithic Domes.
