I'm thinking of transplanting a few perennials (such as Hostas), small shrubs and even a small tree or two. What is the latest one can safely plant in the Kingsport area? TIA.

I've done shrub/tree planting as late as early November and not had problems. Perennials should be ok at least through the end of the month, but I haven't done much gardening lately. You might want to ask here just to be sure https://www.netmga.net/ask-a-master-gardener/

Generally, in a cold climate, you can plant trees and shrubs as long as the ground is not frozen. For plants like hostas, I'd try and do it before frosts and freezes hit.
