I say NO to extending the agreement. There has been plenty of time up until now for the project to be much further along. It's time to find a developer that knows what they're doing.
I’m sure the city sees it as a win win situation. They either get it done as agreed or the company has to pay a penalty I believe. Starting over with another company would probably take another 1-2 years anyway by the time they passed all of the needed resolutions, had public comment periods, opened for bids, had new plans drawn up etc. Not to mention that this was an agreement that prevented legal action with the proposed barge facility. I’m sure if the city drops this company, they’d open the lawsuit back up.
