If the TV is being used for whatever reason then get it. It will take up less space than the morning paper. Some people have them in the garage. My MIL had one in each bathroom with a tub. Please keep the cable salad contained. Inexpensive kits on Amazon.
I live in a studio apartment that’s an L shape. So while the living room and dining room are the same room, since it’s an L shape, I can’t see the living room TV when sitting in the dining room. And sometimes, I think it would be nice to have a small TV in the dining room to watch while I eat. But not sure if it’s unnecessary to have two TVs in both the dining room and living room when it’s only a studio apartment.

Of course it's "unnecessary." But since it's just you, so there's no issue of whether it's a good idea with children in the family, go ahead and do whatever you like. It's likely that your dining table is the biggest surface in the studio, so it might also be good to have the TV there if you're working on something spread out on the table.
Another option: can you use your current TV if it was on a cart?
Then you can roll it to wherever you want. Or get a cart for the new one, so its placement is flexible.

It wouldn't matter if your TV's "smart" features went obsolete, when you have a PC connected.
((There are many many variations out there, ranging from 4 core to 6 core to 8 core and more. The sky's the limit.))
CAVEAT - most "new" 4K "budget" HDTVs do not have ATSC 3.0 (4K) tuners. The old ATSC 1.0 are not compatible with the new format. If your local market supports 4K television broadcasts, it might be something to consider.

I don't know about your "clean environment" statement. A friend of mine has two cats, and she lets them jump up on the dining table and the counters in her kitchen, even allows them to jump from the fridge across the stove to the top of her cabinets.
Just gross. I refuse to eat her food.
