While the Netherlands has a longer history of liberalism than many might expect, it didn't really start becoming "known" for it until maybe 50 years ago or so. The Dutch Reformed Church was a rather strict denomination and up until the mid 20th century, it was the largest religious affiliation (the Catholic Church briefly usurped that title, before giving way to Atheism).

The culture of the Netherlands has indeed changed significantly over the past century, but the culture of the descendants of the Dutch Reformed settlers has not.

It's similar to the Finnish immigrants to the UP of Michigan in the late 19th century and early 20th century. They kept many of the language idiosyncrasies and expressions from the old country. When they visit the UP of Michigan, the Finnish say some of those language expressions died out in the old country 75-100 years ago.
