I was involved in a minor accident where I don't wish to make a claim due so my rates don't increase. The damage is very minimal and so was the damage to the other driver's car. I feel the other driver is not going to make a damage claim for the same reason. My concern is if the other driver makes a bogus "injury" claim down the road. I just want to protect myself in case of this. If I don't report now but the other driver makes a claim a year from now, will my insurance company not accept my claim since I didn't originally report it? Also, if I report now, but don't wish to make a claim, will my rates go up?
If you report it, they will enter it into their computer and it will go on your secret record that they have, weather or not you make a claim. If you don't want a chance of your rates to go up, then I'd recommend not talking to the insurance company.
If the other driver makes a claim then the insurance companies will contact you, and then it is what it is. If I were you, I'd wait for this to happen.

Who hit who?
If you were hit the other driver's insurance would cover your damage. I know I'd make a claim in that case if the damage was more than a paint scrape on the bumper. That won't impact your rates.
If you hit the other car the reality is that, even if you pay out of pocket, you can't stop the other driver from making a future claim for "injuries".

Did you take good photos of the damage to your car as well as the damage to the other car? Did you photograph the license plate of the other car? Did you exchange ID, insurance information, and contact info (phone number) with the other driver?
After the incident was over and you got home and had time to collect your thoughts, did you write down all the factual info that you could remember about the incident such as where you were going, time of day, weather conditions, position of each car relative to the other and relative to traffic signs and/or lights?
If you didn't, you should have done all these things. Also, in your opinion, whose fault was the accident? If the facts of the situation were that there was very little damage to either car and you weren't obviously at fault (such as by rear-ending a stopped car), then I wouldn't worry about it.
