Bought this little beauty from the pet store, it is young, not sure of age but they just got them in. I have no idea if this is male or female. Can anyone identify?

Likely a female.

The "cere" that's being referred to is the area above the beak where the two holes are.

Males are blue, females white or light colored.

If the bird is a baby you might have to wait for a bit of maturing to occur.

I think it is too early to say with certainty. The portion at the top of the beak (nose) is known as the cere. With females, it usually remains tan colored but males will be colored blue"ish" as they mature. With young budgies, it takes a while to say for certain until they are about a year old, short of surgical or blood sexing which is not necessary at such a young age.

I dont mean talk -human talk,but they do make loud noises,
When they want to be fed and you lay out food,they make a lot of noises.
Parakeets are pretty smart,the last one I have,I kept him in the cage but let him roam around the house but he prefers to look out the window all day,so I took the cage outdoor and hang it on a tree branch so he can have some outdoor life.
What do you know,he managed to open the gate and flew AWAY !
He learned to use his beak to lift the cage gate ,kept trying and trying and finally it lifts open long enough for him to fly out.

do they really get attached to their owner?
I went thru 3 of them,only the first one shows some attachment.

Just like any bird/parrot, they can become very attached to their owner but there is no guarantee.

Not much different than with most companion animals. Many times, they become attached and sometimes they never do.

Still not very helpful. Some birds, regardless of gender, simply are quieter than others.
