I worked at Ted's before it closed up . the lot at nights when had about 50 trucks in there made for lot of noise . then on a windy day and trucks leaving would kick up a dust storm . right across the street was a health care building and all the dust would settle in/on there . town has adjusted very nicely to the absence of Ted's .

the new 4 lane road leading into Prescott will have to be proven to be a good thing yet . where will the 2 South bound lanes end at ? if it ends at present place then all it will do is dump 2 lanes of traffic into 1 lane road .

^ Sound also travels very far in the high desert. I was about 10 miles from the interstate and could hear the faint rumble of the train passing by and also on really quiet nights could hear the exhaust brakes from trucks coming down the hill...

Wow, these human "noise" makes the desert night even quieter. The rumbling sound of train under spectacular galaxy sky. What a beautiful and romantic scene... ...

I just received a card from property tax office that my 40 acres worth 15K now. Is this related to the theme park? Do I get tax refund if the theme park will not happen?

The assessed value on your card ($15K) is based on land sales of similar properties in 2014. If you do not believe that your property is worth $15K, then you can provide evidence to the contrary to the County Assessor within their window of time for contesting the value. If they investigate and find that your property is worth more than $15K, then they might raise your assessed value (and hence charge you more in taxes).

The hypothetical theme park is irrelevant with regard to your assessed value.
