He doesn't have a green card. He isn't in the USA. He has no money and I suspect no job skills. If he had job skills he'd have a job and could pay the application fee, which isn't much. No American government or American private charity is going to take over his care and feeding.


He won the green card lottery but doesn't have the money to pay for the visa or even for the application process. In order to get the visa, the applicant has to be able to prove he won't be a burden on the tax payers if he is given the visa and moves to America.


OP, unfortunately for him, does not qualify for a residency in the USA. There isn't much that can be done for him.

There are options for fee waivers but without sufficient funds to get to the US and start out this will not do OP any good.

If you able to have the money by Sept this year go ahead. Consider in the meantime getting another or second or/and third job. Or apply for the green card again once you have the money.

You cannot apply for a Green Card as individual. OP won a petition in the diversity lottery. It adds up. https://www.uscis.gov/forms/our-fees
