It would probably be a lot easier to look up condos in your price range and come back and ask about neighborhoods. There are quite a few under $250k that show up in Zillow. Not all look to be in terrible locations.

Safe is such a relative word, but I would say yes.
Saw one in Bedford today and saw one in downtown Ft. Worth recently.
Depending on where you live now and where the new place is, and of course a lot of other restrictions, there may be some good money from Wells Fargo available to help with your down payment.
