You can reasonably argue both that the DC metro completely outclasses Miami's Metrorail and that your blanket SOL without a car within all of Miami is not true. The areas where living without a car doesn't include a precipitous drop in quality of life in the Miami area is much smaller than that of the DC area, but those areas do exist.

I prefer Miami over DC and, in general, feel DC lacks a lot of what most major cities have. That being said, DC is clearly the winner here.

What would you say DC lacks? It never 100% felt like a major city to me because of the height restriction, but that's pretty superficial.
