Yeah.. Howard had an incident early in the semester where someone was jumped by teens and some students simply tried to help the guy after the fact and they were jumped and chased into a dorm. I am sure campus PD was read the riot act over that incident. No guns involved but still unsettling none the less. To your point. Homecomings are big deals socially and financially for the schools and often for the surrounding communities.

You mentioned teens or non students getting turned away from parties.. I cant count how many times when I was in college that this happened. A group of non student guys following a group of students that are women up to the front porch of a house off campus college party and being denied entry.. Back then is was a 50/50 chance that it would end in conflict.. today I suspect its 90/10 that it will end in conflict...SHM.. There used to be a tv show called Campus PD (college version of COPs) and fights off campus and noise complaints were the foundation of the show.

To me unless I know one of the host or am a guest of someone who is a friend of the host.. Im not going..in anyway ...student or nonstudent.. But maybe that is my adult self talking...LOL

Morgan isn't a Harvard or a Howard as far as alumni paying for it, it's a State University so yes, the State will pay for it either directly or indirectly.

The Maryland Health and Higher Educational Facilities Authority generally issues municipal bonds on behalf of hospitals and educational institutions in furtherance of capital projects such as the projects described in the video. So, it wouldn't surprise me if the Authority issues a 20-year bond sometime in 2024 on behalf of Morgan State. But, the burden is on Morgan State to raise the funds to pay the debt service.

Otoh, perhaps MD taxpayers will pay for this project. It's not on the interests of the the State of Maryland to see the enrollment of a HBCU take a nose dive.

On the Hillen Road Side they already have a partial wall, so I imagine they will just continue with that form/style? I wonder if it is effective at stopping someone from accessing the campus though or if they will have to take it out and make it taller.

Where do you think Morgan, as well as the other State Universities, get the bulk of their funds? It ain't from bake sales.

There are also Bond Bills granted by the Board of Public Works. Don't let the word "Bond" fool you, they're outright grants. The BPW is made up of the Governor, the Comptroller and the Treasurer and hold regular meetings where applicants (actually supplicants) attend to make their cases to be given the money. Off the record it's called "Begging Day".

So a Bond is issued and its paid back by the taxpayers instead of the bond recipients? I can agree that it is more like a grant. I have heard of all types of groups/organizations asking for Bond Bill Allocations from various Annapolis polticos and you are right I dont think any of them are paid back.... at least not directly.

They're not.

The State carries the bond while the local jurisdiction/entity gets the money. Locally the Ladies of Charity just received a Bond Bill (I want to say $500,000) to build a new food pantry building. The application was sponsored by the Town but they got the money.

This afternoon, an official of Morgan State was interviewed about the wall and campus security on the Morgan State radio station, WEAA. He said that they are going to build a fence around most of the campus, and he described the fence as a decorative fence, exactly as you see it in those photos. He said that there will be stone posts, with a picket fence between the posts, and that about 60% of the campus already has this type of fence along its borders. I think it is attractive, but I don't think it is needed as it will not keep out people who don't belong. That university and other other local universities looked just fine without any decorative fences. It is a far cry from the original proposals of a chain link fence with guard posts only allowing faculty and students with ID entrance.
