I see where you'd come to that conclusion annerk, but I don't necessarily think it's right.
Either way, this is impossible to say. You probably have an instinct, go with it. We don't have nearly the facts that you do, so unless you are prepared to give us tons more information, I think you are the best decision maker.

One of the aspects of my job is PR, so I'm well aware of what it entails. I would still lean towards the more articulate person for the promotion in that field, regardless of what their exact job is going to be. Generally someone who is promoted once will be promoted again, and eventually you'll need the more articulate person representing your company.
