Actually you are correct. In my dad's day, you could be sponsored by your employer to sit for the test, but you needed to have some work experience obviously. Sure did take a while to get this rebuttal though. Also, there is something called the industrial exemption clause... An industrial company can hire anyone they feel is qualified to serve in an engineer's role. These can include technicians or unlicensed engineers. Some essentially serve as a companies engineer after gaining years of experience at a technician level or working the floor up. I doubt this happens much anymore, because fresh degree holding engineers are easily accessible and affordable.
