If you have to pay lot rent on them in a Mobile home park, it may be difficult to rent them at a competitive price. Keep in mind the lot rental will continue even when they are vacant, which is possible in the summer months.
If they're 3 bed 2 bath and he/she rents them for under $3,000 a month I don't see why they'd be vacant at all. Your summer comment makes no sense.

There is a lot of money in this area and we do not have high unemployment. Average wages were $71,000 2 years ago, average oilfield wage is over $110,000. We are highest in the state for taxable sales.

$110,000 a year? Isn't oilfield one of the most dangerous jobs along with coal mining?
Do they expect you to already have experience for these jobs or is it on the job training?
OTJ was acceptable, even the norm here, from 2008 to 2011. Now there are pretty experienced rig hands that can meet the need here. Some companies are rotating rigs and rigs hands in and out of winter weather here so there is a seasonal "dip" in the rig count from December to February. Rigs want to be on site in late February as frost laws, which typically run March to May, will prevent moving them or make it very expensive to do so when the ground is thawing.
Inexperienced rig hands should probably try for the Eagle Ford or Permian plays in Texas. The wages are lower but the weather is more accommodating and housing is not at a severe premium in most locations.
