My experience as a lap swimmer in the DC area is that it can be very hard to find a free lane during the peak hours (pre-work, lunchtime, and after work). I'm not familiar with the pool you mention, but the pool at the downtown YMCA on Rhode Island Ave is visible from the sidewalk, so you can see for yourself how crowded it is at any given time.
You might consider contacting a local Master's swim club, or posting a query on the USMS Discussion Forums at
