As tampa has no beaches St Pete wins the battle of the beaches.

St. Pete has the same number of awesome gulf beaches as Tampa: zero. Though St. Pete's little city beach on the bay is nice for what it is.

To the OP, Tampa and St. Pete are spread out places with significant variability between neighborhoods, so answering these questions is impossible without knowing more about you. Crime depends on the neighborhood. Entertainment depends on what you like. Gulf beaches are ~40 mins from downtown Tampa and ~15 mins from downtown St. Pete.

Rather than nitpick with semantics and name all the beaches from Ft Desoto to Clearwater its usually generalized that all the beaches on the gulf in the Tampa/ St Pete area are more in the St Pete area than the Tampa area.

.
Actually the City does "own" a beach. The main public access on Treasure Island is property of the City of St. Petersburg.

Hard to answer without knowing what you want to buy. I mean, you can get a small but very nice condo downtown for that. But if you want a 4 bedroom house, you'd need to look in poorer neighborhoods. I'd recommend you look at Zillow to find some properties you like in your price range, and then search this forum for descriptions of the neighborhoods those properties are in.

I didn't realize that part of TI is a St. Pete municipal beach. Good call.
