Can property taxes be lowered if an owner claims "Homestead" Exemption like they have in Texas and Florida?

I've seen nothing that allows you to lower your property tax. If your house is sold due to a lien there is a homestead exemption, but that is different.

Not homestead, but homeowner ...
You can apply for the homeowner's property tax exemption, veteran's exemption, or church and welfare exemption. You can contact the Riverside County Assessor's Office, Exemptions Division at (951) 955-6200.

Homeowners’ Exemption - If you own and occupy your home as your principal place of residence, you are eligible and it reduces your property tax by about $70 annually. They send you an application about three to four months after your deed is recorded.
