Eh, Phoenixville is about 90% white these days, with most of the rest being black. I don't think there are many Puerto Ricans, most Hispanics people in Phoenixville are Guatamalan. Source: from Phoenixville.

I was referring to the larger Phoenixville area not just the borough itself, which as you've pointed out is 78% white. But even that was in 2010 and the home values have risen like crazy in the borough the last five years so I tend to imagine that % has risen a few points. And no I don't think Puerto Ricans or blacks have a problem with Guatamalans, but OP is specifically looking for Puerto Ricans so the "Hispanic" percentage indicated would not contain many ricans. I'm just providing my own anecdotal evidence, I'm very familiar with the town and its demographics.

I'm not sure we're on the same page, I mean that the Phoenixville area (East Pikeland Township, Phoenixville Borough, and Schuylkill Township) is, if I had to guess, at least 90% white, with very, very few Puerto Ricans.

Camden County NJ has a large number of middle class and working class hispanic/Puerto rican and black households. Thoughout the county, especially in Pennsuaken, with many residents from improverished areas of North Philadelphia and the city of Camden who can afford to move.

Delaware County PA has large number of middle class blacks, especially in the eastern part of the county, closest to West Philadelphia, like Upper Darby and Lansdowne. Many who can afford to leave "the hood" of West Philly and Chester, come to these areas.

New Castle County DE has a siginificant number of middle class blacks and Hispanics throughout the county, especially in areas bordering Wilmington.

Other areas i can think of:
Levittown, Norristown, Pottstown, West Chester, Coatesville, parts of Lancaster, York (especially West York and North York right outside the city). Millville/Vineland (especially East Vineland), Pleasantville, Ventnor City in South Jersey
And Dover, Delaware.
