From what/where are you a refugee? And if looking for help, why are you trolling the locals.
Note: he is a troll from the sf bay area forum. Lives with his parents and cant leave them. Wants to level every natural area in bay in hopes that he can someday buy a single family home. Now he is apparently getting smarter and realizing it just wont happen on his 50k clerk gov job. I think he is honestly interested, he just doesnt have the social skills to turn off trolling when it may be helpful to him. At least he is finally accepting reality rather than just whining "waaaa i wanna sfh and the bay wont give it to me."

The Hong Kong refugees discovered Bellingham years ago. With all the money pouring south out of Canada, you won't find much of a home there for $250k.

Perhaps you would enjoy buying a bit of land, then building your home on it.

1 acre lot in La Pine - www.ifish.net

Get a used pickup with truck camper to live in until you have finished building your home...

The OP has stated that he intends to continue living in his parents' basement.

I can see why - it has mature trees, an outbuilding, and lots of space for outdoor projects.

The only climate in Oregon that is "cool" is directly on the coast. There are a couple of places on or near the coast where you can buy a ranch style house for $250,000 or close to it: Reedsport and Tillamook for sure, but if you shop, you can probably find something in one of the other towns.

I don't think any of them have any colleges. Towns are all small. Even the biggest coast town is small and there are not a lot of amenities. In several of the coast towns you can drive to a larger town in the valley in about an hour.

Anywhere else in Oregon, you are going to have some heat during the summer. In some areas, there is a lot of cold in the winter as well as that heat in the summer.

Try looking at real estate for sale in the Oregon Coastal Craigslist.

Several of them have small community colleges (Astoria, Lincoln City, etc.), and I think there are a few technical schools (Paul Mitchell hair?) scattered out there, but yeah, there's no "college town" to speak of.

McMinnville would arguably be the closest.
