I think in the urban districts, at least with Syracuse, if you live within a mile or 2 of your school, you walk to school.
To be honest, I think if a district is centralized within a village, it would make sense to have students that live within that village to walk. Same for other schools within villages or are even "standard" suburban neighborhoods.
