Does anyone know of any programs that will check your web-based email and send a message back to the recipients you do not want to have any contact with a message that it is no longer a good email address?

If you're on a Mac, Apple Mail can do that.

If your email provider has a web mail option, you may be able to set a block in the webmail and never see the message.

The drawback to doing it from a POP email client is that there will be a delay between the time the message is sent and the time your automatic email bouncer sends the bounce. That will looks suspicious to senders who are savvy about email headers and timestamps, like bill collectors and attorneys.
