Facebook page locked out (desktop, work, password, network)

Yesterday he tried to log in to FB and got a message that it was locked as someone else had tried to access his acct. He did soon after get in (was able to identify pics from friends pages for access.) So he changed his password to something complex and it was all ok for the day. He only logs in to this acct from one desktop computer at home. He doesn't do much activity on his personal page but posts a couple of times a day on a group page that he is one of three admins on.
So he gets the same lockout message today and has not been able to get in. He is able to able to answer some of the security questions but it leads to dead ends.
I can view his page and I didn't see anything different on there. So it's not deleted and no one is posting on it.
I understand it is not uncommon to be locked out of your FB page for one reason or another. Looks like people are sometimes asked to submit ID to FB to prove who they are which sounds fishy to me. It's just a social network page, for cripes sake. Not a bank.
Is FB getting too big for it's britches?
He's not terribly attached to FB but he does like to post to the group he admins for public service announcements (it's a local bicycling page).
I've been locked out before. Usually it says they don't recognize the location I am logging in from. ANswer the challenge questions, and you are back in.
Sometimes the way the internet providers route things, you may appear to have a different IP. For example, sometimes it thinks I am in NYC and sometimes it thinks I am in Kansas City.
