Hubby said the same thing, most of those people are probably staying in order to loot. They probably left. 95% of the area left. We're on the dry side of the storm so it's not as bad.
During a "mandatory" evacuation all people who decide to stay are on their own. The homes in my neighborhood sit a way back from the street and are in a high elevation for this town. All of the homes are graded to sit from 4 to 6 feet above the street in addition to being well above the flood plain. Like everything, it's a calculated risk.
