I was saying to my husband the other night, "what part of MANDATORY" is not manadtory?? Has english really changed that much? Hubby said the same thing, most of those people are probably staying in order to loot. They probably left. 95% of the area left. We're on the dry side of the storm so it's not as bad.
During a "mandatory" evacuation all people who decide to stay are on their own. The homes in my neighborhood sit a way back from the street and are in a high elevation for this town. All of the homes are graded to sit from 4 to 6 feet above the street in addition to being well above the flood plain. Like everything, it's a calculated risk.
