I blame the Quebec government for the majority of Quebec's (including Montreal's) failure to acquire/keep more sports franchises. Montreal is able to have the Canadiens because it is a very large metropolis with a very rich, deep history in the hockey world. It also has a bustling economy, and one can get by fairly easily with little to no knowledge of French, unless one's name is Saku Koivu.
Montreal can also have a fairly successful MLS team due to not only size and economy, but also the fact that LOTS of pro soccer players come from French-speaking countries, and so language barriers aren't much of an issue.
As far as any other of the major North American sports? Good luck. And it's unfortunate, because it's already been shown that there could be immense support for an NBA team.

If we are talking hockey it has an NHL stadium at the ready and a fan base that would pack that stadium for every game, Seattle has yet to build an NHL standards hockey arena.

It was the exact same situation when the previous incarnation of the Nordiques was there, and that's not at all why they left. The Nordiques had some good years and some bad years, and during the better periods they did have high-calibre players from both North America and overseas.
Also, I don't think the challenges faced by the new Nordiques would be much different from NHL teams in Winnipeg, Edmonton and probably even Ottawa and Calgary too.
They're all in small(er) markets and are in Canada, with cold winters and higher taxation than U.S. cities. Yes the other cities are "English" but I don't think that's as big a factor as people think for players from overseas. Plus Quebec City is a much prettier city and even a more fun city than the four mentioned above, and is in a better location and less isolated than the three that are on the Canadian Prairies.
Seattle's rebuild of the old Key Arena is approved and is officially under construction. This isn't a remodel, it is a complete rebuild of everything but the roof, which has historical preservation to keep it intact. The new franchise was hoping to begin in 2020, but just to be safe they are starting in 2021. From all indications, this will be right up there with the best NHL arenas in the league.
