If your budget permits start with good shoes and socks. Then pants that fit. Try them on! Try shirts on before you buy them. Do you own an iron? Use it!
Your clothes are too baggy. Maybe you should try to shop at Zara or Uniqlo or H&M for slimmer cuts and smaller sizes. Also, the shoes! Totally too old! Men have so many choices that look stylish and are comfy. Try some loafers of boat shoes. Still "classic" but look hipper. A nice elongated square toed shoe is great for dress shoes too. Try a dark camel or burgundy color.
Also the rimless frames look older too. You should get hipper frames. Try this site for younger looking frames: https://www.warbyparker.com
As for the hair cut? You should try something longer perhaps? Not sure, but definitely chat up a good stylist. skip the regular barber shop on the corner till you nail the cut.
You probably need a style icm with a similar build. Maybe John Legend?
Hmm, my default work clothes are dockers/slacks and cotton shirts of varying fit and size. Mostly lighter, pastel colors (but nothing vibrant). I also own a few polo's. No jeans (I used to have these jeans my dad handed down to me but they were rather ill fitting and I've gotten rid of them after wearing them a year or two).

Here's your main issue I guess. Get clothes that fit you and are the right size for you. That will make a big difference!
