When I was in the USCG, it used to be popular for work-boats (shrimpers...) to go out until they ran out of fuel, call the CG and get towed back to port for free. After awhile, it became apparent that this problem was increasing in popularity. The CG started to refuel the boats and charge them for it. After many complaints from the boaters, this problem has become rare. Amazing! As for disabled cars, I often call the police and advise them of a driver in distress.
As noted in the article though...what he did is not illegal. Unethical? Absolutely. Immoral? Certainly. Disgusting? Blatantly. But not illegal. If he hadn't had any warrants, Officer Short Shrift wouldn't have been able to do jack.
