This is an updated version of a report that this think tank first put together 7 years ago.

They look at basic human development statistics: Life Expectancy, Educational Attainment, Health Care, Income, etc.

San Ramon-Danville has surpassed both Mt View-Palo Alto-Los Altos and Cupertino-Saratoga-Los Gatos to claim the #1 spot in the entire state.

Pacific Palisades and Piedmont-Oakland Hills have the fastest rising scores since 2015, both moving into the top 10 since 2015, and 2 of the 4 new clusters in the Top 1%.

California's affluent are doing very well, that's for damn sure.

A quote from the report about CA's 1%

An opportunity wonderland
where the extraordinarily well educated and
affluent have access to the best the world has to
offer, One Percent California scores 9.31 on the
HDI. Residents of One Percent California enjoy
higher levels of well-being and greater access
to opportunity than people almost anywhere
else in the United States.

This is extremely impressive.

Elite Enclave California is made up of fifty-six
neighborhood clusters found almost entirely
in greater San Francisco, San Jose, Los
Angeles, and San Diego; in addition, one
lies in Oxnard-Thousand Oaks and two in
greater Sacramento. The roughly eight million
people—one in five state residents—who call
Elite Enclave California home have extremely
high levels of well-being. Their score of
8.15 is higher than the well-being score of
every US state and all but one of the country’s
435 congressional districts

What makes these places "elite"? This looks like a list that just craps on working class areas, while propping up the rich enclaves we already know exist. What can these elites do to help these non-elites?

Mostly, they pay a ton of taxes.
