You'll have to get permission, and easment from your neighbors to build a road, and most would be dumb not to agree, what they get in return is free access to a road you paid for.
It's a mess, many just abandon their properties after a while, and the taxing entity then takes ownership. There is nothing there, no bodies of water, dry, no trees, lawns, etc. unless someone has them on their property.
