If so, definitely Ladybird Lake. You can put in at a number of public launch areas like this one:
Rowing Dock - Austin, TX (they rent boats, but there is a public launch and parking). Motorized boats are not allowed on Ladybird Lake, so there aren't jet skis and speedboats creating nasty wakes like on Lake Austin or Travis. But Travis is big, so there are probably some kayak areas I don't know about there...
If you want more of a river experience, go south a bit to some of the rivers in San Marcos or New Braunfels.

+1 on Town... er "Lady Bird" Lake. Tons of other kayakers and SUP'ers, some cool spots to paddle by and no powerboats you have to worry about running you down.

Do Lady Bird Lake and paddle up the little small river caused by Barton Springs Pool draining. Paddle right up to Barton Springs, then turn around and head back out. It's awesome.

They have a kayak 'park' down in San Marcos on the river, and there is actually good paddling (although mostly unexciting) all the way down to the coast

Possibly, but not likely. They like the warmer waters further downstream, generally. And if you do see any, they will be small and they are generally inoffensive (alligators are much more mildly disposed compared to crocodiles). If you make it down to the Guadalupe River, you start to see a lot of them toward the coast - like, dozens at a time. Paddling through them at night is an interesting experience
.
The water moccasins are somewhat common downstream of San Marcos and are possibly present on the lakes (although I have not seen them myself on any of the lakes other than Travis).
