Can anyone tell me what they know about theme schools (i.e. Narve Harris, Edward Bouie)? Would they be the considered the same as charter schools? Do you have to apply to them to get in?

Theme schools are a unique creation of DeKalb County Schools. They were created by a now retired DCSS bureacrat who thought that an extremely structured school setting would help students succeed. They came before charter schools and some charter schools have adopted some of their requirements (parental involvement and uniforms most commonly).

DCSS: Theme School Program DeKalb County Schools

This will give you all the information you need. If you (or your child) doesn't mind the structure, I believe that most people are very happy at the theme schools.

You do have to live in a certain feeder pattern... the link above describes all that and includes last years application/information. Admission to these schools is not a sure thing and while DCSS opened a theme middle school two years ago, only half the seats are reserved for current elementary theme students and the rest are open to all DCSS middle school students. Which means that most theme elementary students are ending up back at their neighborhood middle schools.
