Not the best food, though it can be great at times: Westside Five Seasons Brewery, upper deck. You get a good skyline view, and some of their beers (especially the cask and Belgians) are top notch.

SkyLounge at Glenn Hotel for drinks and view.
Six Feet Under's roof (Midtown West location).
Boneyard in Midtown West has a very interesting former industrial patio. No view, but very unique.

I always enjoyed sitting out on the patio at Willy's on Piedmont, by the park. I could sit around and drink margaritas and people watch all day long.
