How does having medical requirements make a government fascist? Whether we like it or not, our government (along with just about every other government in the history of government) has always enacted laws that "tell us what's best for us." That's why we had prohibition, why we still have other controlled substance laws, it's why there are seatbelt and helmet laws, and it's why there have been vaccine requirements for schools and some jobs for decades before COVID existed. You can take issue with one or all of those things, but the fact that you don't like them does not make the Government fascist.

I know it's a meme, and I know that some of the quibbling over the definition of fascism is legitimate, but still, this describes the sentiment about as well as anything:
