The NAO been negative. Blocking in North Atlantic causing Upper Lows (cold pools of air aloft) to dive down pushing the Jet stream down in the East. Remember the record warm April? No blocking. Not saying that's the reason but it doesn't help being negative to get a Ridge or zonal flow as the average. More so the Jet will dip down when its negative.

It's a forced dip so to speak. And its the Northern branch/Polar Jet that's dipping.

Avg Summer position should be in Canada (still dips a little in Canada but too weak to dive into the U.S)

Later this week looks like an Omega Block. Jet dips in the NorthWest and NorthEast
