At that temp if it was sunny outside you would get some melting on ice patches.
In fact, last week when we had a -10c and sunny day there were full blown puddles. But then I observed on a colder day of about -16c and also sunny there was only a little bit of melting on those ice patches.
Now that UV is increasing wouldn't surprise me if ice started showing visible water at -20c at solar noon.
