For "unskilled" jobs that are near minimum wage, yes, there would be no reason to.

But let's say it was a regular office or admin worker. Or even in manufacturing, or trades.

The barrier to get to a middle range salary is harder than make a leap to a higher tier salary.

i barely see "middle range" wages. You either are in the lower ring or high

in California, most of the jobs either fall from minimum wage - $20 or $32 and higher. There are few jobs that pay in the middle of $21-$32

It's either you luck out either to a union or you belong to management or some high demand profession like nursing at the least.
