It's not about oil per se, but about the advantages that oil gives. Or more to the point, the economic and geopolitical strength that control over oil provides. Though instead of oil, call it "energy". Energy is the workhorse of the entire modern world. Without energy, we would all be riding horses and living like the Amish.
The only industrial power in the entire world that is truly energy-independent is Russia. The United States imports about 40% of our oil. The European Union imports 92% of its oil and 83% of its natural gas. China imports about half of its natural gas, and about 70% of its oil.
The wealth of the advanced countries depends on trading high-value industrial goods, technology, and services(especially finance) in exchange for commodities from the third-world. With a significant fraction of these commodities consumed producing the goods that the advanced countries then trade back to the third-world. If the European Union could not trade outside of the EU, it would be poorer than Africa.
Thus the European Union needs access to foreign markets and foreign energy at relatively stable prices, and to prevent foreign countries from developing the industry/technology/finance that Europe derives not only its wealth but also its survival.
Basically, Europe needs to keep the poor energy-rich countries as economically and industrially backwards as possible to prevent them from competing with Europe because their vast energy wealth would afford them a natural advantage. Just imagine how much more powerful China would be if it had Saudi Arabia's oil and Russia's natural gas.
Which comes back to something that puzzles many westerners. If Russia's economy is smaller than Italy's, why is Russia seemingly so powerful? The simple answer is, Russia has natural resources. That is what enables Russia to have an independent foreign-policy. Dependent countries are slaves. Which is why the European Union is not sovereign. It is a lackey/vassal of the United States because it needs the United States.
In order for Europe to gain its sovereignty it would have to become independent in energy, iron, and food(directly or indirectly through vassals). The ostensible aim of Europe going back to at least Hitler, if not before, was to gain control of the Chernozem of Ukraine and Russia, and the vast energy resources and raw materials of Russia. If the European Union could control Ukraine and Russia, it would have nearly all the energy it would ever need. And through direct control, it would essentially subsidize and stabilize European industry at the expense of its rivals(eg China who has to import much of its energy).

You have to understand, prior to the Ukraine War, Germany had taken over the European Union and was creating a defacto alliance with Russia to keep cheap Russian natural gas flowing to German industry. Germany had not been kept down, and Russia was not kept out. Moreover, Russia was becoming more powerful by the day, while Germany was becoming more dependent(Nordstream 1/2).
The growing German/Russian understanding would have pushed Anglo-American influence off the European continent. Which is why Germany laughed at Donald Trump at the United Nations, and why Germany tried to avoid this war(and why we had to blow up Nordstream).
The United States does not want to lose Europe to Germany and Russia. We want to crush both the Germans and the Russians. On the other hand, most Europeans(including Germany) want to subordinate Russia and its vast resources. While Russia wants to survive long enough to develop itself economically, and to use its vast resources to essentially replace American influence in Europe(but not to conquer Europe).
It is this chaotic dynamic that created the Ukraine War. Whereby the United States pushed a coup in Ukraine over the opposition of Europe(F the EU as Victoria Nuland said). Then we bribed Ukrainian oligarchs to provoke a war with Russia.
If America wins this war, Russia will be balkanized, disarmed, and turned into a western dependency. Russian assets will be confiscated and Russia will be forced into massive debt to western banks that will take decades to repay. Russian resources will be sold off to western energy companies. Germany will lose its influence in Europe. And NATO will be pushed east to China's border to create a virtual encirclement, putting us in a position to strangle Chinese industry by cutting off energy after we provoke China into a war over Taiwan.
Once Russia and China are out of the way and Germany is weakened, we can use ethnic/religious division in India to divide and conquer the subcontinent, then America can rule the world forever.
