Rocklin-Roseville commute to Sacramento

My family is relocating to the Sac area, we are thinking about Rocklin or Roseville to live. The issue is that my 2 kids come from a Chinese immersion program school in SC, a 9 out of 10 school. I found the only mandarin immersion program to be in William Land Elementary in downtown Sacramento. The school is a 6 out of 10. I am pretty much close to a decision, which is to send them to William Land. I have read that traffic is terrible. If school goes from 9:00 am to 3:00pm, at what time should I start my drive to get on time? When does the rush hour begin in the afternoon? Is there any parent of a mandarin immersion student at this school that could tell me about the academics and quality of the program? Any parents living in the suburbs and driving to this school for the immersion program? I appreciate any input that might help me through this decision process. Thank you in advance!

So this is an older thread but did u move.? The commute varies & the route you would take is probably on freeway. Google maps these days is pretty accurate. Depending what area of Roseville affects it too. West Roseville vs east could add like 15min
