what to do?

I have urban property, there are three right of ways on my property. 1 county , and 2 for private drive ways. one of my neighbors is asking that my son not ride his 4 wheeler on a right of way that is my property . what do i do . Its my property right?

    I would go to the city bldg dept. or even the state lic, dept . Its not hard to get there lic #
